London, April 28. * In the House of Commons tho motion for the rejection of tho Plural Acting Bill was negatived by 324 votes to 247, and the Bill was read the second time.
The "Daily News" says that owina to the exigencies of the Ulster situation the Budget will be postponed until Monday.
