Auckland, April 27. Speaking at a luncheon at Warkv/urth, the Right Hdn. W. F. Massey said now that the financial difficulty which confronted the Government on taking office was at an end, they intended to go in for a forward policy of development and opening up the country by the building of railways, roa-ds, and bridges. He referred to the impo"tanc& of better transit facilities ior settlers, especially those in &iich districts as the King Country and North Auckland. The granting of these facilities was the first duty of any Government. If they were going to develop the country as it ought to be developed they must gire the isettlers the opportunity of making tho most of their land The question of what steps should be taken in this matter was ono for tho Cabinet. Ho w-as strongly ct opinion that the time had come for rH^nf a special loan, spread over a noriotf of years, for making and im-pi-ovinc roads.
