APPEAL TO THE SPEAKER

In the House of Commons Mr. Tim Healy appealed to the Speaker not to certify the Appropriation Bill providing £1800 for extra remuneration of doctors ! as a money Bill, on the ground that it ,was overriding the National Insurance Act's proviison for,a State contribution of two-ninths. He characterised the Bill as one of the grossest acts of illegality ever perpetrated by a constitutional Government. . Mr. Asquith announced that the payment would be regularised by legislation next session. The Speaker promised to examine the matter before certifying the Bill, which wa,s road the second time.
