London, February 18. Lord Eoberts, in a letter to the newspapers, explains the objects and policy of the National Service League, proposing tbat all men of sound physique in tbe United Kingdom should be liable to military service during a certain period of th6ir lives, in case of emrgency. He advocates compulsory training of three or four months of young men of military age, and the teaching of drill and the use of thß rifle in all schools. Asa result of the experiments in the manoeuvres of 1905, Colonel Haldane, Secretary of State for War, has ordered bicycles for the use of the troops. The French Senate has adopted the Franco-Kussian Commercial Convention. A bill has been passed by the New York State Assembly making gambling on the racecourse a felony. The measure goes to the Senate.
