Tbe Counoil met at 2-30. After considerable debate, the second reading of the Criminal Code Aot Amendment Bill, giving the convict Louis Chemis the right to opply to tbe Court of Appeal for a new trial, was carried by 17 votes to 16. The Council rose at 4 p.m,
