The Speaker Eaid he considered the amendments made by the Council in clause 4 of the Bill, reducing the term of repayment from ( ■ 40 year* ta 20 years was an infringement of 1 : ihe privileges of the House The Council, he thought, bad no power to make 'an amendrrent of that kind. Mr Ward moved that the House disagree witb the amendments made by the Couucil ia Clause 4, and that a cotnmit'.oe be appointed to draw up reasons for disagreeing. Ho said the Governor's message would be brought down later on reducing the amount ucder the Bill to half a million, extending over a period of two years. The motiom was agreed to. The Native Laad Court Bill was further considered in Committee. In clause 35, dealing with the purchase of Native hnd, Mr Seddoa moved to amend the clau-e to the effect that except as provided for in part 40 of division 2 of this Act, it shall not ba lawful for any person other than the person acting on b half of the Crown to acquire any Native laad. A lengthy discussion ensued, several members oVjectirg to ihe Crown having a preemptive right of purchase of Nativj land. Captain Eussell strongly objected to preemptive right. Mr Seddon urged that it would be much better for the Natives themselves acd the Cjlony that the whole of the Native land trans ictiocs should go through the Govern', ment. In several Native districts he found ihj Natives wished to deal through the Government. Mr Seddon'a amendment was eventually carried on the voices. The House rose at 5.30 p.m,
