Me Smith addressed the electors of Waipawa at the Paneyirker To^n ; HaU to-night. Ha spoke atf'sOme length in support of the legislation introduced last session by the Ministry, but the greater part of the time was devoted to a reply to Mr Carlyle, of Wcodville, one of the candidates for the seat, who haa been publishing letters attacking Mr Smith in connection with Native land. He intimated that in consequenoe of failing health, he would not Contest any seat for the new Parlianiefif. A vote of thanks for past services and regret at Ws enforced retirement was passed by acclamation. A motion was also passed that tbe aotione of Messrs Smith and Cadman in connection with the Umutuaroa block had been beneficial to the district
