TE AWAMUTU OBSERVANCE ALBERT PARK COMPLICATIONS The Te Awamutu E.P.S. advised the Bcrough Council at its meeting on Monday night that reports indicated that a few residents were not co-oper-ating in compliance with the reduced lighting regulations. As the Council had been named by the Wardens it was asked that explanation be given of any special circumstances for the continued lighting of" the public conveniences near the police station. It was hoped to have co-operation without the necessity for compulsion. If there were no special circumstances the Council was required to regard this as a final notice to comply with the requirements immediately. The Mayor (Mr L. G. Armstrong) said he had inspected the lighting in question and in his opinion it complied so no action should be taken. In the same connection Messrs E. W. White, A. Bygrave and S. Hallett waited on the Council in respect to the lighting at Albert Park. The Warden in the same area was confronted everywhere in his area by residents who told him to deal with thejighting in the park. It had become a vexatious question in that locality and the Council was asked to take appropriate action.

It transpired that the buildings at the park were used by the Boy Scouts and the Home Guard. A difficulty and some confusion had arisen in view of the Magisterial decision that no conviction would be made against property owners while the military authorities flagrantly set aside the reduced lighting regulations. In reply to an-inquiry, the Wardens said it is not only the flood lighting on the grounds, but the skylights in the buildings gave what was regarded as a terrific sky glow.

It was claimed that the buildings had to be ventilated and there was also a dust nuisance which would have to be dealt with.

Finally the matter was referred to the General Purposes Committee to take appropriate action.
