BOROUGH FINANCES. Sir, —Referring to “Cheval’s” condemnation of Councillor - Rowan’s actions at recent Council meetings, I would like ,to commend Councillor Rowan for acquainting the ratepayers of the unbusiness-like way certain matters were handled by the present Council. Apparently Councillor Rowan believes in such axioms as “It is never too late to mend” and “Better late than never.” I think that all ratepayers will be pleased that he took the stand which he did. Had he not done so it seems probable that the Estimates would have been rushed through in about half an hour — Estimates which, if passed, would have increased the existing rates by about 50 per cent. It would now appear that the increase will be not more than about 33ft per cent., which is a great deal too much. To my mind, Councillor Rowan handled the matters in question in a creditable manner. As a result of his actions it is fairly safe to assume that Council matters will be dealt with in a more business-like way in future, for a time at any rate. Carry on with the good work Councillor Rowan!—l am, etc., RATEPAYER.
