NO PREHISTORIC LICENSES. LOCAL CONTROL BY CARRIERS’ ASSOCIATIONS. “.Prehistoric licenses.’’ wheieby an operator was granted a mile of road here and two miles of road there, were not favoured by the No. 1 Lie-, ensing Authority, Mr Phelan, at the sitting which commenced at Te Kuiti yesterday. Unopposed application'--, were first dealt with and m ihis dis trict the operators, where licenses were granted, were given the right to cart general goods over the whole oi the Waitomo County, and other claus es, such as the carriage of livestock to Waitara, were also considered. One fact was, however, stressed again and again by the Authority—that all carriers should join with their local Carriers’ Association J’.id abide by the majority vote of that associa tlon. It was necessary in view of the larger districts being granted that the Associations should exercise control—the Authority in the case of a man going against the majority vote of his Association, had the power to review an operator's license. If an operator was outside the Associations there was greater difficulty in granting a man a license. TARIFF FIXATION POSTPONED. The licenses were granted for a pe riod of three years.

Mr Phelan said that he did not. intend to consider the question of fixation of tariffs. It would be some time before that eventuated, but lie would like the Associations id exploit every avenue to have a schedule agreed by all parties. ' Eventually ] rice lists would have to be fixed. The Authority was not, however, standing for a combine of prices against the publft. It was pointed out by Mr W. A. Lee and Mr G. Dinnison that the ‘arming community about To Kuiti and the Carriers’ Association had both submitted schedules of prices for consider, tion by the other party, but a deadlock had been reached. OPPOSITION FROM DAIRY COMPANY. When the application of A. B. Barn-, ett, of Aria, was being considered, Mr R. S. Arneil, representing the Aria Dairy Company, said his Company were opposed to the granting of the license as Barnett was carting cream from all over their routes and taking it past the Aria factory and on to Pio Pio. Mr .Phelan said this was a difficult matter, and one in which the Carriers’ Association might take action. Barnett was granted the right to cart general goods over the Waitomo County with the right to run to Mr. tiere with livestock. O. N. Spinetto applied for a renewal of his license so that he might transfer it to L. A. Boswell. When he admitted, however, that he had ceased operation for some time, Mr Phelan straightway refused him the renewal and said Boswell would have to make a fresh application. Bredenbeck wanted the special right to cart poxver poles in the Oto-i-ohanga County, the Otorohanga Carriers’ Association (Mr Trapski) objected, and Mr Low, on behalf of Southern Kawhia carriers, objected to his being granted a license to cart in their .distrietd. Mr Phelan, however, said that only Waitomo County had been applied for, and only that area could be granted. Te Kuiti Petrol Service Ltd., asked for permission to carry petrol and oil from Auckland to Te Kuiti. Mr Pheian, though commenting that no one could stop its carting its own goods, refused this application. Numerous other applications for renewals and transfers were dealt with this morning. In practically all cases no serious objections were raised, though Mr Dinnison, for the Carriers’

Association, asked that. Otorohanga Carriers’ Association should not be permitted to do carting in this area which legitimately belonged to local carriers. Mr Phelan said that the Te Kuiti and Otorohanga Carriers’ Associations would have to come to an. understanding on boundaries and rigliis, especially as such districts as Kawhia South were served from both centres.
