M. Spuller leplaces M. Couicel a3 Minister of Foieign Allans in the Ministiy. The new Cabinet has b<.en received coldly. The Premiei decl.ired he would be content to vote the budget. The Government, he said, would assume a broad tolerant policy, and assure the success of the Paris Exhibition. It was the imperative duty of the Government to maintain legal older and counteract, and, if necessary, sup pi ess factious enteipiises.
