Paris, May 24. It is not expected that the arrest of the two French railway officials by the German police will cause a disturbance in the relations between France and Germany. Since the resignation of the Ministry several attempts have been made to form a Cabinet, but all combinations have proved abortive. M. Floquet has consequently been re-summoned by President Grevy, with a view to his again accepting office.

[SPECIAL.] London, May 24. Despite the pressure of the French public, M.Grevy refuses to summon M. Clemenceau to form a Ministry. It is considered that a Ministry formed by M. Floquet would be unstable, and not pleasing to the Russian Government.
