The Socialist Conference passed a resolution that Germany's Note does not constitute a genuine peace proposal, as it does not contain any terms ! The Congress asks the Allies to reply I that they desired peace, but were pre- I pared to carry on the war courageously. They were ready for peace provided reparation was made, ending injustices and militarism, and establish- ' ing a League of Free Nations. LILLE GERMANISED. PARIS, Dec 28. Refugees from Lille state that the town has been Germanised. French ; residents -have been pillaged and turn- j ed out, and German officers with their i •families are occupying the best houses j and hotels. All bronze and copper has bee n seized and sent to Germany. CONCERNING CONSCRIPTION. OTTAWA, Dec 28. The Premier (Sir R. Borden), in a. letter to the Labour Unions, says if conscription should prove the only effective method of preserving the existence of the State, he would consider it necessary, and without hesitation would act accordingly.
