OCCUPATION OF SAGHALIN. AN UNSATISFACTORY REPLY. By Cable. — Press Association. — Copyriyhi.(A. & N.Z.) WASHINGTON, Aug. IC. It is understood that the Japanese reply to the American Note regarding the occupation of Sakhalin is considered unsatisfactory. It is believed that Japan does not recede from any position she has assumed, and to which the United States has taken exception. Japan claims that Saghalin is virtually a part of the maritime province of Nikolayevsk, and, therefore, subject to the Japanese occupation, due to the Nikolayevsk massacre. It is understood that the reply further points out that the creation of a Siberian "buffer State" is essential in-order to prevent the spread of Bolshevism, and intimates that the occupation of Saghalin depends upon military contingencies.
