In the course of a deltate in the City Council last night upon the appointment of chairmen of committees, it.was mentioned that the atmosphere of committee meetings was much more friendly than that of the council meetings. Various theories were advanced to account for this, one being that councillors were allowed to smoke in committee, and another that policy matters, which aroused most af the acrimony, were discussed only by the council as a whole. Cr J. A. Flesher declared that he had a complete explanation—there were lio reporters present at committee meetiugs, and therefore the representatives of one section of the ratepayers did not feel bound to talk in a certain way. ''That's bunkum! " exclaimed Cr E. E. Langley, in a loud voice. Cr C. B. Agar remarked that the Labour members were to be congratulated on the way in which, after a course of action had been decided upon by the council, they co-operated with the other members iu carrying it out. The matter then dropped.
