Millerand will meet at Boulogne on August 15. Owing to the situation, the King has postponed his visit to Scotland Latest advices state that Russian cavalry has entered the suburbs of Warsaw. Fateful August 11, when the Poles and Russians should have met at Minsk to begin the pourparlers for an armistice and peace, passed without the delegates coming into contact. According to the Bolshevik allegations, the Poles ignored the Soviet wireless messages, Avhile the Poles similarly blame the Russians. A Russian wireless message from Moscow to-day, which Kameneff handed to Mr Lloyd George, says the Russian Command waited in vain for the Polish delegates at the place indicated, where all facilities for the Polish delegates had been provided. The message concludes: — We have no intentions incompatible wren Poland's liberty, independence, and sovereign rights. We recognise them in full. A later message states: — The first move in the negotiations has materialised, the Polish Foreign Minister telegraphing that the Poles have dispatched their paxliamentaires to come to an understanding with the Russian Command.
