DRAINAGE BOARD'S RESENTMENT The Deputy Controller wrote to last evening's meeting of the Christchureh Drainage Board stating that the Audit Inspector had reported, in the board's balance-sheet for the year ending March 31, 1918, on an item of £2l 8/9 for refreshments consumed at the annual visit to the sewage farm. He would be pleased to learn under what statutory authority that expenditure had been incurred. Also, he asked the statutory authority for the creation of the accident fund, and where the moneys representing it were. The secretary reported that the authority for the first item was provided by section 28, sub-section la, of the Public Eevenues Act, 1910, Amendment Act, 1913. —It was decided to point this out to the Deputy Controller. In regard to the second query, it was resolved to reply staling that there appeared to be no statutory authority for the creation of the accident fund; but that neither, in the board's opinion, was there anything to prevent, the creation. The moneys representing the fund were in the general banking-ac-count. The amount was simply earmarked for the purpose intended. By adopting that method of insurance the board saved about £125 per annum. Further, it did not sec why the Audit Department should interfere in a matter of that nature, which was purely one of domestic organisation.
