SPREAD OF DEMOCRACY.

REFORMS IN RUMANIA.

LAND FOR THE PEASANTS. Australian and N.Z. Cable Association. LONDON, May 8. The Rumanian Parliament met on May 7 at Jassy, principally to consider constitutional reforms. Henceforth the Chamber will be elected on universal suffrage with a secret ballot and proportional representation. The number of electors has been increased from 180,000 to 1,200,000. The Senate will be composed of the elected and hereditary senators. Nearly 6,000,000 acres of land have been placed at the disposal of the peasantry chiefly by expropriation from private owners and from drown domains. Peasant holdings will then be increased from 53 to 85 per cent, of the cullivatable areas.

The King insists on sacrificing Crown lands.
