Hitherto, the United States has been unable to prosecute - American shipowners for sending coal or > provisions to German warships, or cargoes of cotton destined for Germany, •Which are also found to contain copper and other articles of contraband. Such violations rendered the United States liable to heafvy damages to Britain and , the Allies. The Bill enables the Government to examine vessels leaving . American ports, in order to ascertain that they only carry what their manifesto states, thus largely dispensing with the present surveillance by the allied war- • ships.
