GERMANY'S SURPRISE.
INCREASE IN THE NAVY. A SIGNIFICANT APPOINTMENT. "Times'' and "Sydney Sun" Services. BERLIN, July 8.Germany's latest naval surprise indicates desire to increase the personnel before another increase is made in the peace strength of the Army. It is also believed in Germany that England's difficulties in securing men for the Navy are considerable., and will become more serious. The Cologne " Volkszeitung " hints that the Kaiser's action in promoting Herr Kuhn, Secretary of the Imperial Treasury, to the rank of a Prussian Minister, is directly connected with a great new financial programme of naval expansion. The Archduke Francis Ferdinaud's assassination is regarded in some quarters as having a weakening effect on Austria's war establishment, and Germany is therefore compelled to prepare to bear, single-handed, the brunt of the Central European struggle.
