The report presented to the Canterbury Progress League last evening says:—“Three stands in the Highway Board’s accounts a large unexpended credit balance in favour of the South Island. This money belongs to motorists, yet these same motorists are. paying away huge sums in repair bills, wear and tear, and general depreciation, which could be saved through better roads. “Moreover, these piecemeal contracts spasmodically offered cannot be carried out so economically and efficiently as could bigger contracts forming part of a well-ordered scheme. The available plant and labour are idle during a considerable part of the year bigger and a better organised scheme of development would give steadier employment to men and machines and make lower tenders possible.”
