REFORM BILL PASSES ALL READINGS CHANCELLOR SATISFIED VIENNA, Sunday. After 50 days’ discussion, the Bill reforming the Austrian Constitution passed its second and third readings in Parliament, ensuring a political Christmastide of peace. The Bill is so modified that the Socialists’ power in the Vienna City Council is practically undiminished, enabling their control of expenditure. Herr Johann Schober, the Chancellor, claims that neither the rival organisations, Fascists or Socialists, can claim a victory.
