CABINET CHANGES MOOTED

(Australian and W.Z. Press Association) Reed. 11.5 a.m. OTTAWA, Friday. Free trade within the Empire is reported to be the answer of the Liberal Government to the repeated tariff increases of the United States, and to the charge of the Tories that Canada is accepting discriminatory tariffs without retaliation. The general election in 1931, it is understood, is contemplated to he fought on an Imperial preference issue. Canadians are to be encouraged to buy within the Empire rather than the United States. Before the election, certain Cabinet changes are forecast. For the first time, a member of the United Farmers’ Group of Alberta, and a Saskatchewan Progressive, will he brought in. The Minister of Immigration, the Hon. R. Forke, may go to the Senate, to be succeeded by Mr. T. A. Crerar, a former leader of the farmer groups.
