PRISON BOARD LICENSES.
TO HABITUAL CRIMINALS'. :[Pee Pres« Association. 7 Palmerston, April 2T. "It's an absolute farce," declared Sergeant Willis, referring to the Prison Board's probationary license for habitual criminals. The remark was made in the course of the hearing of a charge of theft from a barmaid against Charles Edwards, who appeared before Mr Poynton, 53!., this morning. Sergeant Willis stated that accused was an habitual criminal out on a probationary license. . The Magistrate declared it to be the sixth case to come under his notice of these licensed men being before the Court again after being released by the Prison Beard. Tt did not say much for the restraining influence of the license. Sergeant Willis, in reply to the Magistrate,said that there were one or two licensed men about Palmerston still. t . J Accused's previous record showed convictions for theft, and false pretences. He was declared an habitual on July 7th, 1912, and released on probation on October 18th, 1913. '. A sentence of three months' imprisonment was imposed. ■ -
