PREPARATIONS FOR WAR. [By Eleotbio Telegraph—CopyrightJ [United Press Association.] Received 1.20 p.m.) Washington, April 20. President Wilson sent a message to the joint session of Congress asking lor approval in the use of armed forces, so that the United States might maintain her dignity and rights in Mexico. The President said he hoped war with Mexico woidd not arise. His feeling for the Mexicans was one of real friendship, but it was necessary to obtain assurances from Huerta that the United States would be respected in future. The United States did not hold any thought of aggression or self-aggrandisement. Preparations for war are proceeding aboard the American , Warships. All American freighters have been ordered out of Vera Ortiz harbour by the American Admiral.
