SHORTAGE OF MEAT IN FRANCE. FREE IMPORTATIONS' DEMANDED... . . , Paris, September 4. Emissaries from the General Confederation of Labour participated in tho worst outrages at St. Quentin. Six regiments were quartered there, including the Cuirassiers, who were at Epernay during the champagne riots, and 'the Chasseurs, from Rouen, and detachments of artillery. The situation was controlled by the mayors of several neighbouring towns buying bullocks, and slaughtering and selling them at a reasonable price. Evidence before a commission of enquiry shows that the rapidly increasing exportation of cattle is largely responsible for dear meat. Consumers advocate the unrestricted importation of colonial meat, and suggest free importation of a limited number from Nigeria and Madagascar. Fresh rioting occurred at Robaly, Brest, Chalon-sur-Same and Lc Creusot. _ •' ■ General Caillaux has ordered more stringent measures against professional agitators discovered in the disturbed areas.
