When the question of draining the nortli-past portion of Stratford was proposed to be introduced into the Borough loan proposals, it was thought that the scheme would be too costly, and that its inclusion would seriously endanger the carrying out of a general loan. The matter has now been set at rest, we believe, by the Borough Overseer reporting that be can meet the requirements of the north-east burgesses by giving them a complete drainage system at a very moderate cost, and if this is so, there should bo no 'difficulty in having it included in the general loan proposals; or, failing that, those immediately! interested might request the Council to borrow sufficient money to carry out the work. Water supply and drainage are two of the most important considerations in municipalities, and to secure these conveniences burgesses would no doubt cheerfully agree to their rates being slightly increased. Besides the health aspect, promises connected with a drainage system would be pinch more valuable from a selling point of view than without, and this is- a matter that should not be lost sight of. It is somewhat unfortunate that, in connection with the existing drainage, no provision was made .for carrying away' • storm-water. At the present time the people have mainly to depend upon deep holes in the ground around their premises, Hooded .yards and other inconveniences being the result during heavy rains. If it could be arranged in future extensions for storm-water from buildings to be carried into the Borough drains, it would confer a great benefit upon the inhabitants. ft may bo argued that the water-tables in the .Borough are not sufficiently deep to take away any further rain water than is carried into them from roads and footpaths; but the outlets from dwellings' could be so arranged that this difficulty would’to a large extent be overcome. At any rate, the question is one that requires consideration, because storm water, as at present dealt with, is not calculated to add to the comfort of residents. Even if tanks were used at all reeiden.c’cs, the overflow would still cause the same trouble that exists now.
