CONSCRIPTION ISSUE
REFERENDUM IN CANADA (Rec. 5.30 p.m.) OTTAWA, January 22. The Governor-General’s speech at the opening of Parliament announced that the Government desires release from its promises about conscription and intends to submit the matter to a referendum of the electors. The speech announced substantial increases in the armed forces, including those overseas. It was also stated that food and munitions production would be on an unprecedented scale. ,
