FAMILY BENEFIT
APPLICATION TO TWO OR MORE CHILDREN (From Our Parliamentary Reporter) WELLINGTON, July 16. Legislative authority to carry out the Budget proposal that the family benefit shall apply to two or more children, instead of three or more, is one of the principal provisions of the Social Security Amendment Bill, which w'as introduced in the House of Representatives this evening. When the Minister of Finance (the Hon. W. Nash) was explaining this point iMr S. G. Holland (Nat.,' Christchurch North) interjected: Why not make it the first child? I Mr Nash said that on the second reading he might have something to say on what had happened in the past. Mr Holland: We are talking about the future. Mr Nash replied that if the Opposition members could show the Government where it could get more taxation that might be possible. Mr Holland: We will do that. Other provisions of the Bill stipulate that the dividends derived from nonresident companies operating in New Zealand shall be liable for the Social Security charge. There is another provision in the Finance Bill making them liable for the National Security charge. Another clause imposes liability for the Social Security charge on certain public authorities that are now liable for income tax. Companies are to be entitled to allowance for the land tax in the computation of the chargeable income. Another provision is that where the beneficiary under an Act dies the benefits due to him between the time of his application and the time of his death may be payable to the relations. The Bill was read a first time.
