WITHDRAWAL REGARDED AS CERTAIN (Received December 10, 6.30 p.m.) ROME, December 9. The Spokesman denies the report that Italy’s withdrawal from the League is imminent, but despite the official disclaimer her withdrawal seems certain.! The Grand Council has been summoned for December 11 and immediately after the meeting an announcement will be made from the balcony of the Piazza Venezia instead of by the customary communique. LEAGUE CIRCLES NOT PERTURBED GENEVA, December 9. In view of Italy’s obstructionist tactics League circles are not perturbed at the possibility that she will leave the League'though it is expected that Italy and Germany will bring pressure on the smaller States to secede.
