STEP TAKEN RELUCTANTLY BY BRITAIN (British Official Wireless) (Received Decembe: 3, 6.30 p.m.) RUGBY, December 2. The Colonial Office states that though the Government is very reluctant to take any measures which might be interpretated as imposing fresh restrictions on trade it is necessary to introduce quotas in Malaya upon outer garments of cotton or artificial silk, underwear of cotton and underwear of artificial silk. To cause no disturbance to those countries which have long been trading in the goods mentioned,* the basis fixed for the quotas is that all imports from each country shall not exceed the average annual imports in the years 1926 to 1936.
