LOCARNO BASIS OF TREATY.
(United Press Assn.—Telegraph Copyright.) (Rec. 8.40 p.m.) London, June 3. The Daily Telegraph says that Herr Ribbentrop, whose status is enhanced by Herr Hitler’s grant of plenipotentiary powers, is not only instructed regarding the naval negotiations being opened on Tuesday, but has a full knowledge of Hitler’s views on the air pact possibilities. Germany wishes to make the Locarno Treaty the basis for any international treaty, not the Covenant of the League of Nations. No British Minister is taking part in the naval talks, but in view of the coming naval limitation conference, Britain will be interested to know the details of Hitler’s proposed navy. The 35 per cent, of British tonnage mentioned to Sir John Simon is threefold to fourfold the navy Germany has at present. During the talks with Herr Ribbentrop, the British Foreign Office will be represented by Mr N. L. Craigie.
