RED PROPAGANDA
PLANS FOR STIMULATING.

It is reported that a secret plenary sitting of the Communist International at Moscow decided on plans to stimulate Communist revolutionary propaganda. They include an agitation in Britain for the complete independence of the Free State and other dominions, the non-payment of taxes by Indian peasants, and strikes in Britain, India and elsewhere.
