Shanghai, March 23

What is regarded as the final conference arranging for the cessation of hostilities failed to-day, when the Chinese military representatives did not appear. It has now been postponed indefinitely. General disappointment was expressed at the breakdown of the conference when success appeared near. Chinese official circles are still hopeful that a conference will eventuate to-morrow, but the sudden change of events is occasioning extreme pessimism.
