SOVIET PREPARATIONS. London, July 11. “As our reply to Sir Austen Chamberlain indicated, funds are being collected to build an air flotilla, and clubs and associations are being organised to conduct meetings, shooting competitions, and military studies for defence week, which started yesterday,” says M.
