In the Assembly, the Premier (General Hertzog), replying to questions, stated that the Union Government’s views as regards the Protocol closely resembled those of the other Overseas Dominions and the British reply to the League. General Hertzog expressed the opinion that the Protocol would effectually prevent America’s entry into the League as it amounted to the creation of a super-State. He feared the League, in view of the abstention of America, Germany and Russia, would differ little from historic alliances instead of being a league of peace.
