The Russian correspondent of the Morning Post reveals that the Soviet is planning to appoint an Envoy to London, M Voikoff, who, as President of the Ekateringburg Soviet in July, 1919, signed the warrant ordering the deaths of the ex-Tsar and the whole Imperial family, and witnessed the carrying out of the sentence. The correspondent points out that the Soviet tried to appoint M. Voikoff head of the Trade Delegation to Canada in 1923, but the then Conservative British Government protested and the appointment was not made.
