NEW SOVIET MANOEUVRE. (Sun Special.) LONDON, June 25. The congress of the “Red International,” which is at present sitting in Moscow, is devoting particular attention to Eastern peoples. M. Zinovieff, in a speech, said that practical methods must be devised for stirring np the “Eastern millions,” in readiness for the armed class of “Western Imperialistic bandits,” whose attack, he declared, was imminent. Congress, says the Riga correspondent of The Times, has decided to send an official message to “our brethren of the Orient,” of which the following is a summary: “Capital’s fatal hour of reckoning is approaching. Under the banners of the Communist International, the workers of the whole world are preparing to rally with the oppressed Eastern peoples for a last decisive battle for the dominion of Labour, and the establishment of a univers:l union of Soviet Socialist republics.”
