The Civil Service Commission, in th* course of a voluminous report, recommends the retention of competitive entrance examinations, the payment of women lo approximate to that of men where the same work is perlormed with equal efficiency, but that men's salaries •should be higher when the efficiency is greater, and urge that marriage demands the retirement of women from the service. because its responsibilities normaJly are incompatible with the devotion of their whole time to the.
