TOWN COUNCIL

FORTNIGHTLY MEETING. The fortnightly meeting of the Town Council was held last evening, the following being present:— The Mayor (Mr D. McFarlane), Crs R. B. McKay. A. B. Haggltt. W. Baird, J. F. Liillcrap. .1. Stead, W. A. Ott. T. O’Byrne, T. D. Lennle. It. Dunlop, J. ‘T. Carswell. Heave of absence was granted to Cr T. D. A. Moffett. GENERAL. Lonquet and Robertson, solicitors, forwarded for consent of the Council transfer of lease of sections 22 and 24, block 5, Invercargill Hundred. —It was decided that the transfer be executed. The secretary of the Hibernian Band applied for the use of the Theatre for Sunday evening next for the purpose of | giving a sacred concert, proceeds to be I handed to the widow of the late Wm. Hall. —Cr Baird moved that the request be granted, Cr McKay seconded, and the motion was carried, Arthur R. Dawson, arctitect, applied for the supply of either gas or electricity to a dwelling-house that was being erected in Ann street, Wavcrlcy. for Mr L. Fraser.—The letter was referred to the trams committee. John von Tunzelmann called attention to the state of Lee siret. and asked that it be attended to. —Cr Baird moved tliat the communication be referred to tiie public works committee for report. The acting secretary of Die Invercargill Golf Club asked that the Park ditches which run Dirough the golf links bo cleared of grass and weeds.—Cr Haggitt moved that the matter be referred to the special committee set up to deal with matters affecting Die park.—Carried. Watson and Haggitt solicitors wrote on behalf of S. H. Meade in connection with the lease of Die Dunsdalc reserve. Mr Meade asked to ho allowed to return the lease, and enquired if anything would he allowed for improvements.—The letter was referred to the works committee. The Public Works resident engineer advised that the Minister of Public Works regretted tliat lie could not see itis way to grant the Council's application in connection with an underground convenience, tT Lennic moved and Cr Lillicrap seconded Ihut tlie matter be referred to the public works committee. — Carried. The Under-Secretary for Public Works wrote with reference to Die deputation which waited on the Minister at Invercargill and said that lie was directed to state that tlie letter of 101 li till, referred to by members of the deputation mentioned 46 feet 6 inches, not 1)0 feet as stated. -The Minister regretted that in- could not give an assurance that if tlie Invercargill Borough Council widened streets to 4 lift Gin such streets would he exempted, as each case had lo be dealt with on its own merits. In every case, before an Order-in-Couneil exempting streets could lie prepared it would be necessary for tlie Council to pass resolutions exempting Die streets from Die provisions of section 117 of the Public Works Act. and, if a condition tliat the street lie widened was imposed, it would also be necessary to furnish satisfactory evidence that such streets had been so widened. With reference to tlie eases of Pomona road and Centre streets the Undersecretary staled tli at Die necessary Or-der-in-Council had been prepared. Four residents of Lindisfarne petitioned tlie Council last evening for a gas lump to bo erected at the corner of Baird street and Bam borough road. —Or Baird moved that the matter be referred to the gas committee with power to act. —Carried. Tlie petition of three residents of Waikiwi for electric light connections to houses in the locality of Die abattoirs came up. having laid on the table for Die required period. —Cr Dunlop moved and Cr Stead seconded Dial Die matter be referred to the committee for consideration and report.—Carried. The Town Clerk ropored that an abstract of all. accounts giving particulars in detail of tlie transactions of the several departments would bo placed before the Council at Die ordinary meeting to be held a fortnight hence. The following reports from committees were considered: PUBLIC WORKS. The committee recommended : (li That tlie dedication of streets of subdivision of land made by Thomson's trustees in Gladstone he now accepted on the condition that the trustees will lay tlie water mains at their own cost when called upon by the Council: (2) that the Arthur and Lewis street residents be informed Die footpaths will be put in order for the winter months and tlie asphalting of same will he attended to next summer; CD that provided Die Naturalist’s Society find tlie birds and animals Die Council will erect a suitable enclosure in block :i of Die gardens. Provision will also be made lo erect a fernery in Die Waihopai reserve, and that their offer to stock Die same he accepted: (I) that Mr X J atrick be advised to apply to Die South Invercargill Borough for an outlet for IDs drainage in Janet street: (5) that the engineer he authorised to asphalt tlie footpatli in Bowmont street between Elies road and Princes street when possible: t6) tliat Die trip of roadway in Forth street, south of Die bowling green, he levelled and prepared for a training track for the use of Die Fire Brigade, estimated cost £4: (7) that the offer of the A. and P. Association to dispose of tlie shelters on the south and west sides of Die Park reserve at tlie valuation price of Is (id per sheet of roof iron be accepted, tlie Association to he allowed to remove all other buildings erected by them thereon to Die satisfaction of Die engineer and in terms of the arrangement made witli this committee on the ground. (S) That tlie several reserves in the town bo allocated lo the sports clubs as hereunder:— Eastern or 1.C.C., Y.M.C.A. I Jockey Club. Teviot street, Wairougoa Hockey Club. Western reserve, 1.1’.C. and Athletic. Eastern reserve. Star. Hast of Ring I Victoria Park). Rugby Union. •Tweed street tnewi, Association footballers. Roche's reserve, Southland Hockey Association. Park ring, Invercargill Girls' Hockey Club and by arrangement Warehouse hockey. Old i.C. ground. Rakiura Hockey Club and by arrangement Civil Service Hockey Club, Park reserve Cl), Technical School. Southern. South School and by arrangement Southern Football Club. High School No. 2. Banks Hockey Club. High School No. 4, Albiau Girls' Hockey Club. Tlie committee reported: (Hi Having given Messrs Scarle and Co., Dee street, permission to roof in a portion of tlie yard, subject to the aprovai of the engineer; (10) having no recommendation to make with respect to tlie application from Mr Robson lo he appointed caretaker of Die Waihopai reserve; (11) Dial the engineer lias been authorised to clear the weeds from Die margin of tlie pool: to erect chain as requested; to erect two sets of steps on the east side of the river aaid to generally trim up the banks of pool. The Swimming Club has agreed to pay half cost up to £ir>. (12) That Messrs Wm. Smith & Co.’s application for a drain in Nith street is being attended to; (13) that the following questions are still under consideration: —Scully, re street widening; Catherine and George street widening. (14) Having examined accounts amounting to £1614 4s Sd and have handed them on to the finance committee, with a recommendation for payment. FINANCE. The committee reported;—(!) Having examined accounts as under and recommend that they be paid subject to the gas, water and tramways committee passing their portion:—Public Works, £824 Os 3d; Reserves, £93 9s sd; Sanitary, £lO5 14s 8d; Quarry, £57 Os 9d; Gasworks, £845 16s lOd; Waterworks, £222 15s 3d; Abattoir, £8 7s sd; Tramways, £537 5s 3d; Municipal, £135 18s 2d; Refund, £56 ss; Temporary loans, £2505 3s 6d; Harbour, £32 6s ild; Theatre, £3O 12s Gd; Fire Brigade, £7 5s 6d; Reclamation, £93 16s lOd. —Total. £5666 17s 2d.
