DESIRE FOR AUG M EXT AT I OX. By Telegraph—Press Assn. —Copyright. PARIS. March 9. The Temps’ St. Petersburg correspondent slates that the Czar expressed a desire that the army should bo augmented. An increase of 90,000 in the Russian Army's effective strength has been promised to M. Delcassc which, with the increase already voted, will give 408,000 additional men three years hence.
