AGREEMENT BEING NEGOTIATED. (By Telegraph—Press Association—Copyright.) LONDON, May 17. Received May IS, 5.5 p.m. Hakki Pasha is in London, negotiating agreements whereby the Porte’s .suzerainty of Koweit is recognised. Koweit becomes autonomous, and the Sheikh’s conventions with Britain will be upheld. Tiie Porte abandons her pretensions to suzerainty over the Peninsular, Elkatr, Baslire Lands, and Muscat, and recognises the right of Britain to police, buoy, and light the Persian Gulf. Britain Is to participate equally with the other Powers in constructing a railway to Basra, It was stated, In connection with the negotiations, that the question of Mohammer, as to whether the Sheikh’s relation with Britain would be similar to Koweit’s, was settled by the delimitation of the Turco-Persian border. The Khedive of Egypt’s borrowing powers are enlarged. Britain is arranging to lend Turkey officers for the reform of her administration in Asia Minor. GERMANY’S SHARE. BERLIN, May 17. The German Gazette states that Germany made concessions to Britain over and above the Anglo-Turkish negotiations and Egypt’s compensation. Other Berlin newspapers hint at the possibility of Walflsch Bay. annexed by Cape Colony, and the port to German possessions in South Africa, being ceded to Germany.
