Reuter. Received Sept. 12, 11.10 a.m. London, Sept. 11. The Government has invited the Congress of Chambers of Commerce ct South Africa, opened to-day at Capetown, to nominate four comuiercial men in conjunction with th ' Trade Commissioner in London, to visit France with similar delegations from Australia and New Zealand with a view to fostering trade between France and the Dominions. THIRTY MILLIONS FROM BELGIUM NATIONAL BANK.

The Germans have secured thirty millions sterling from the coffers ot t’<.p Belgium National Bank. Xliey offered to pay five percent, interest and to repay the loan two years alter the war.
