The secretary of the Merchant Service Guild had received advice that captains and officers at Adelaide have decided not to go to sea unless paid overtime by to-morrow. THE BRITISH MINERS. ' London, February 7. The Council of the Miners' Federaticn'bas drafted a scheme to establish (1) a Board to regulate the wages on all coalfields in Great Britain, the formation of a national wages agreement based on the earning capacity of collieries, involving an inquiry by workmen into the profits of companies; (2) the cost of production, the selling price and the volume of trade; (3) the cost of living to workmen, with a sufficient minimum wage to meet the necessities of a workman's family, as the first charge upon the industry. It is understood that the nest step is to take the miners' views of the scheme, and come to a final decision when the majority of the existing agreements expire. BUR WOOD MINERS. Sydney, February 7. The Burwood miners have promised to resume on Monday, thus enabling a conference. ANOTHER MINE IDLE. Received February 8, 10 a.m. Sydney, February 8. The Roxburn* miners claimed-that the weighing machines were out of order and asked for an allowance for shortage. This was refused, and the p it. is now idle. NEW YORK GARMENT WORKERS. New York, February 7. The garment workers bombed and wrecked several buildings. Three persons were injured. The police were incapable of dealing with the rioters. Assaults on proprietors were frequent. The peace terms proposed by the workers have been declined. TRADES AND LABOUR. COUNCIL. •
