St. Petersburgh, July 31,

Unusual military activity prevails in the south of Eussia. For three weeks high officers from all parts have con* ferred daily at Odessa, Special manoeuvres are practised, especially entrenchment work, night attack, and firing. Large orders have been given for ammunition, and the Commissariat is very active. Vienna reports that the Sultan has been asked to permit several Russian warships to pass the Dardanelles, bound for the East.

Westport, July 31

The Admiralty chartered collier Mercedes, which arrived from Hong Kong yesterday, was ordered on to Wei-hei-wei, where she discharged her cargo of Westport coal into eleven British warships. Every ounce of coal was taken. On returning to Hong Eong the steamer bunkered with Mount Kembla coal. The naval men at Wei-hei-wei are in a state of expectancy as to the probability of a Eussian-Japanese war. On being coaled the British warships proceeded to take part in manoeuvres, Plague prevailed at Hong Kong, and there were thirty to forty deaths daily. The bodies of ten were seen floating in tho harbour.

The Mercedes made the trip from Hong Kong to Westport in 26 days.
