London, November 80.

In an article in tbe Nineteenth Century, Mr John Burns, M.P., demand! that bold and prompt measures be taken to provide work for the unemployed, and urges that employment should be found for a great number of them by municipal bodies. He expresses himself as strongly in favor of a reduction in the hours of labour, and predicts that " politicians will find the world moves on its belly when empty bellies have votes." Mr Shaw-Lefevre has undertaken to expedite certain public worka in order to relieve the unemployed. Among the works to be put in hand at once is the demolition ot the Mil bank Prison, which is to be replaced by the National Art Gallery. New York, November 30.

Fifteen hundred strikers at Homestead whose places have been filled by non-unionista are suffering great privations.

Human Butchery. Melbourne, November 80. Two arms, which had been cut off below the elbow, have been found in one of the public parks wrapped in newspapers. They evidently belong to the same body from which the legs recently found were removed, and they present the appearance of having been unscientifically hacked off, and are considerably wounded, giving an impression that a weapon of some kind had been forcibly torn from them. The state of the hands shows that the victim belonged to the labouring class. The police are still without a clue.
