The Riga correspondent of The Times reports that M. Stalin, speaking in Moscow at the celebrations of the twentieth anniversary of the League of Young Communists, accused responsible departmental heads and leaders of the Communist Party of callous bureaucratism, negligence, corruption and incompetence. He declared that the disorganisation of the Commissariat of Agriculture had caused a shortage of food supplies and grain, entailing serious consequences unless immediately righted. He also sharply criticised the condition of industry, which was endangering the whole economic life of the country. The disorganisation, he said, was largely due to the lack of able specialists in which respect Russia was poorer than the capitalist countries. She must learn even from her enemies.
