TAXING LAND

(To the Editor of the Herald.) Sir, —The Gisborne Chamber, of Commerce was misinformed -when it was told that tlie land tax was originated in the 'nineties. When Sir George Grey became Premier in 1877 one of the main planks in his platform was the taxation of land values. In his 'first year of office a measure was passed providing for the taxation of the unimproved value of land. The measure was actually passed into law under the guidance of John Ballance, the Colonial Treasurer, and Mr. (later Sir Robert.)', Stout, the Attorney-General of Greys, Ministry. Before proper provision, eon Id ho made for the valuation of the. land, Grey was out of office. Sir Harry Atkin-

son'substituted a property tax which was not repealed until Ballance came into power in 1891 as leader of the Liberal Labour Party.—fours, etc., LIBERAL.
