TROOPS ON THE MOVE
ENTRY INTO NEW AREA

.Foreign military men at Peiping havoi received information.' o:l tho arrival of two regiments of tint Japanese Kwantung army at Clmn-gpei, in Chaihav, thus breaking new ground in tho Japanese army's activities in Chinese territory. This, coupled -with the refusal of the Japanese authorities in Kulgan to allow' Chinese, foreigners or even, nonmilitary Japanese to travel in Eastern or Inner Mongolia, and following minor clashes on the eastern border of the Sniyuan province between •Jap-anese-controlled Mongol forces and Chinese Government troops, is causing tension.
These incidents give substance to claims made in Japanese circles that Suivuan will be added to independent Inner Mongolia before September. General Fn-Tso-yi, the Chinese Governor of Sniyuan, has ordered the bonier garrison to resist any attempted invasion.
