UNEMPLOYMENT RELIEF WHOSE RESPONSIBILITY ? (Received August 5. 2 p.m.) OTTAWA, Aug. 2. Friction between tile provinces and the •Dominion Government over unemployment relief was brought to a climax when the provincial Premiers all flatly refused to sign an agreement that in rotui'ii for lump sum grants they will assume all responsibility for relief. Mr. Tascliereau. Premier of Quebec, charged the Dominion administration with endeavoring to shirk its responsibility.
